Central Valley plan to close student performance gap

Central Valley School District is currently drafting a plan to improve the performance of specific subgroups of students who have not met standards set by the New York State Education Department (NYSED).

In accordance with the federal Every Student Succeeds Act, NYSED measures student participation rates and performance on standardized tests, attendance, and graduation rates. If any subgroup of students in a school does not meet those standards over two consecutive years, that school is identified as a Target Support and Instruction (TSI) School and the district is identified as a Target District. NYSED then provides funds to develop a District Comprehensive Improvement Plan and individual School Comprehensive Education plans for each identified building. Those plans list clear steps to enable all students to achieve the required standard.

Among the requirements of the plan are:

  • Participation in NYSED orientation for Target Districts (completed Feb. 26-27),

  • An annual survey of school culture,

  • Creation of a stakeholders group of students, parents, teachers, and administrators to plan and oversee school improvements, and

  • Evaluation and monitoring of improvement actions.

TSI schools must meet the standards for two consecutive years to return to a designation of school in good standing. Currently, Gregory B. Jarvis Middle School and Central Valley Academy are listed as TSI Schools.

“Central Valley, like several area districts, is working to comply with this new requirement,” said Superintendent Jeremy Rich.

“Although we are disappointed at this designation, we are determined to take the necessary steps for all our students to be successful in their schools and careers. That includes inviting stakeholders from the affected subgroups to be a part of the solution.”
